I have to ask could stv or UTV dump the ITN news? and replace it with an hour long local news? once again we have gotten to point where itn news has the same story as what we have from our local news...

Not the answer to your question, but if the National News didn't cover such a big story that is happening in Scotland then I can imagine hearing the London-centric comments!
But why should we have to have London based angle? this is why I like the STV idea of having a news hour, with ITN helping stv with the content.
You're part of the UK, are you not? Then why shouldn't you get news from the UK's capital city? London may be in England, but it is also the capital of the whole UK. The United States has local news coverage but the entire country still gets the network national news. I doubt many people in Seattle feel much in common with New York and Washington, but that's where the national news programmes originate. If Edinburgh was the UK capital, I wouldn't be bothered one bit that the national UK news came from Scotland.
STV never won the contact, it went to some daft newspaper group, but the Condems won the elections and killed of the idea.... thus we are back to square one.
Or you could just change channel if you don't want to watch it. Just don't go to BBC1 - or indeed any other news channel - as you'll find the same stuff there too. It'll all be repeated in the papers tomorrow too, so don't bother buying them either.

A better solution would be for STV to find another top story when they know that the top story on ITV News is from Scotland?
Of course I doubt they'll be using exactly the same news angle as the national news but they should really lead on something else and then do something Scotland-centric on the pope later on.
When I worked for a BBC regional news programme we regularly ditched or gave away our top news story because the national news wanted to do it

This is a solution to a problem that rarely exists.
The Papal visit was a big story here and nationally - but for the most part they have different lead items.
If STV had wanted to they could have done a news special and dropped something else from the schedule - but just how much Pope does anyone need?
