Why didn't ITV change the overnight news to match the 99 look? instead leaving it from the old blue look for well over a year?

I've always wondered this myself. They didn't change the Morning News either.

I don't think we'll ever know for sure. My guess would be it had something to do with staffing costs. The shows that got the new look straight away in 1999 were all broadcast from Studio 1 and PCR1 in the basement. The overnight summaries and Morning News came from Studio 3 and PCR2 on the ground floor. I wonder if it was cheaper to run PCR2 than it was PCR1 - as in it could be operated by fewer people?

The ITN News Channel precipitated the change in look to the overnight news. It launched in the same studio and used the newly created PCR4, which was, from then onward, the gallery used for the overnight bulletins as well. I believe PCR4 was set up so that it could be operated by a smaller team.
