On the basis that B was the replacement for TC7 it's pretty much beyond doubt that had Breakfast not moved to Salford for political reasons it would have been in B.

And it would have looked so much better - although given both the Salford set and its final TC7 set, that's a very low bar to clear.

It's weird that despite NBH-B being the spiritual successor to TC7, the oridinary daily schedule for the two studios ended up vastly different.

Really shows how much changed from the initial plans for NBH. But not all for the worse - while the original plans may have had Breakfast from Studio B, the current Studio E didn't appear until later, meaning the nationals would presumably have come from one of the basement studios.

Though presumably not directly above E as it is now - as that would have put C in NBH reception?

In the plans for NBH at one point there was also a full studio for Liquid News and BBC Three News - the plans dated back to that era.

I've not come across that exact plan before, but I know that the initial plan was to have two newsroom studios on what is now the mezanine level - one where the News at Five backdrop shot is located and the other where the Media Cafe is now. As far as I know, these studios would have been for News 24 and World only. The initial plans also still included 4 basement studios (although in a different configuration) so I presume that the original plan was for Nationals to go into one of them. It's important to remember that the original plans were formulated around 2001 at the height of the cream and red look - back then both channels had live backdrops and nationals had a recorded backdrop. The present day studio configuration doesn't appear in publicly available plans until 2007, so it's possible that the stacked studios configuration was considered in the interim. I know that one member suggested the other month that at one point Nationals were planned to go into what is now Studio 54D, home of BBC Persian and Newsnight.
