Where did you get that idea from ? Hampshire's border extends up to the outskirts of Newbury itself.
The transmitter at Hannington is slap bang in the middle of N Hants, and for much of the area is the only signal available.
I live in Northern Hampshire, Meridian West most certainly does cover this area, and also mid Hants (last night's show featured an OB from Winchester). My compliant about them is they extend their area far too far east. They often cover stories in Windsor, Slough, and Heathrow. 99% of viewers in these areas use Crystal Palace, in fact I was in Windsor last night and didn't spot a single Hannington aerial there.
Though there ARE viewers in Berkshire (Maidenhead, Reading etc.) who do watch Hannington so that they get South Today and Meridian Tonight rather than BBC London and London Tonight (which are now quite poor apologies for news programmes - and seldom ever cover anything outside the M25...)

I don't understand why London isn't split into sub regions. Taking into account it's population is higher than Scotland, you'd think it could split into a few opts.
Or is the whole of London on one transmitter?

Yes, only one main site, Crystal Palace. There are some relay stations just outside London with large population coverage, that could be used of opt-outs.
Guildford, Hemel H, Reigate, Hertford, High Wycombe spring to mind, though any of those would still be too small to host a viable service.
Noggin is quite correct though, both BBC and ITV London programmes ignore most events outside the M25, so it would make more sense to allocate these relays to other regions. In any case I believe that BBC 'Sky 101' mappings for BBC South, SE, and East are closer to London than terrestrial coverage might suggest.
