I didn't think that ITV ran on the "network with opts" principle for local news - I thought they rant on the "presentation with contribution" principle (and thus wouldn't need or get a feed of the network?)
It does, but that doesn't men that they aren't getting a feed from GMTV presentation.
As Steve said earlier, the local news programmes do/did get a feed of the output from ITN so thy could put it up in the plasma prior to handing back

They don't anymore, ITV2 is generally just a simulcast of CITV now.
At one point the ITV2 simulcast was in Sign Language, but that was dropped after a while, ISTR it was a blue screen carrying GMTV and then another picture with the person conducting the Sign Language, and a GMTV2 logo thrown in for good measure.
When they dropped the SL I really never saw the point of the simulcast. GMTV2 used to have a nice Follows Shortly caption with it's own music, but it got dropped for a looped video with a bunch of kids, shame they couldn't take the GMTV slide which is on during the Regional News.

I presume this sustaining feed is sent via ITV's very advanced fibre optic network to every region, who then cut to it when finished.

In such a scenario at an ITV station - given that ITV transmitters would be radiating the apology caption rather than going to RBS unless things have changed - could the region lash up an opt out and show filler material until the network feed reappeared?

I'm not sure that's the case with the new sites, Whitely, Tyne Tees new place, HTV West's new place etc.
I'm fairly sure that the Tx feeds are direct from London or Leeds.
The DTT SIPSIs for Mux 2 are certainly situated at London or Leeds. They used to be at each regional ITV centre. Indeed I understand that last Monday Mux 2 EPG data from Oxford disappeared, perhaps because a piece of equipment was in the back of an Arqiva van travelling down the M1
