Well, that would be no surprise as the Beeb's coverage is on BBC2 and it's also opposite the One O'Clock News which would get higher ratings that both and where most viewers would get their Budget news from.
ITV also stopped doing a budget programme in the mid-nineties and would just do an extended 5.40 News instead, I remember one year it ran 5.10 to 6pm. Presumably they just decided there was no point opposite the Beeb. They started showing it live again by the time the news moved to 6.30. It was in 1990 when the Beeb coverage moved from BBC1 to BBC2, the first time you could actually see it of course, presumably to keep all Westminster coverage on BBC2. That's apart from Brown's first Budget in 1997 which was on BBC1 as Wimbledon was on BBC2.
No, Radio 4 don't do anymore what they used to do in the eighties when they had the PM Budget Special on LW - which in those days was what most people listened on during the day - and the whole speech and the Shadow Chancellor's response in full with no commentary on FM. In the days before Five Live, natch. Of course Radio 2 always used to cover it with Jimmy Young who would therefore be on in the afternoon and all the other presenters would have to move around so you'd get John Dunn at lunchtime and so on. Radio 2 don't do it anymore, and Jeremy Vine is even on holiday.
I liked the original post questioning whether there might be coverage. No, they're going to completely ignore it.
And if I'm not mistaken, ITV's Budget programmes have rated higher than the BBC's over the last couple few years.
