As for Sky, I expect it to be pretty much the same as usual - presented by Dermot Murnaghan and Jeff Randall, analysis from Adam Boulton and Anna Jones, plus Kay Burley getting reaction from somewhere (The City or a swing seat). I also guess Dharshini David and Mark Kleinman will also be involved somewhere along the line.

Kay will indeed be in a swing seat.

Dimbleby does Politics, the Budget is considered News so it's a News production with a headline News Presenter.
The Budget next week is a non event anyway, it'll be brief, so that it can be debated and voted through before Parliament is prorogued.
Whoever wins the Election will need a new one at the start on the next Parliament anyway.

Don't think it is anything to do with whether it is classed as "Politics" or "News" as Dimbleby usually presented the Budget until a few years ago. I think it has more to do with the BBC wanting to build-up the profile of Huw Edwards by gradually having him take over Dimbleby's role as anchor/commentator on the Budget/State Opening of Parliament/Trooping the Colour. It has been widely speculated that this election will be the last that Dimbleby hosts, with Edwards taking over for the 2011 local elections. That would leave the only "regular" event that Dimbleby hosts to be the Remembrance Sunday coverage.

However, Labour have insisted that if they continue in Government beyond the election, they won't have another budget until the PBR in November (which has in effect become another budget statement in all but name).
Surely, that means that next week's statement will have to be substantial enough to provide the fiscal policy for the usual period.

If it is substantial then it is a contempt of the Parliamentary Process. Only four days debate on it would be shameful, before being passed into law.

Veering back onto presentation... I know the broadcasters don't consider Budget coverage nearly as important as election coverage, but it would be nice to see some well put together graphics for once. ITV usually come up with something at least half-decent, but the BBC's on-screen graphics look quite clunky and clumsy.
Yes, the same set-up as last year. What I don't understand is why they don't have "The Chancellor's Budget" scheduled until 14:00. Last year there was nothing to differentiate the Budget programme with the 13:30 news, there was just a break and then there was more Budget analysis.
