Why is it odd? It's pretty obvious why there wasn't a news flash.
Not to me - please explain?
Firstly, there would have been very few staff working at ITN in the early hours of the morning. There certainly won't have been camera operators, directors, vision mixers, etc. to get a bulletin on air. Secondly, there would have only been a very small audience at that time - BARB viewing figures would probably round down to 0. There was no need for a news flash, the vast majority of the audience would start watching at 6am.
I think it's odd that ITV News didn't even come on air with a flash at all during the night.

ITV Westcountry have recorded a morning bulletin, I assume other regions have done the same.
Granada haven't but the team has been deployed onto social media for extended reports and on GMB too.

So major news events have to fit to a certain time table in order to qualify as breaking news? It's ratings related? How bad would it have had to have been to qualify for a news flash?

Looks like GMB will continue beyond 8:30. Potentially until 9:25, when ITV News will take over? Or they may go to 10:30 and let This Morning take over. Nothing yet confirmed.

Sky News managed to get Sarah-Jane Mee up to Manchester to present Sunrise from Cross Street.
Dan Walker in-particular has been exceptional on Breakfast, being studio based interviewing witnesses and Colin Paterson who was on 5 Live all night has been speaking to Louise Minchin on location.

Currently no changes to the BBC One schedule, however as campaigning has been suspended I suspect the Andrew Neil interview will be postponed and replaced with a news special. I'm guessing Victoria Derbyshire on BBC Two may also be more rolling/breaking news based today.

On a radio note, BBC Radio Manchester stayed local all night rather than handing to 5 Live (I know they are in the same building, but you know what I mean) with Allan Beswick staying on air until the Breakfast show started early at 5.
Listening to Radio 1 and Nick Grimshaw mentioned they're playing all music this morning, though they don't appear to be playing anything particulary sombre, just the usual playlisted pop music.

Key 103 have a special breakfast show on. (It's the one that has Gemma Atkinson ex Hollyoaks as a co-host) with a different presenter covering for Mike Toolan with a mix of pop music and news reports.

Virgin Radio with Edith Bowman have also taken the same approach, just normal music, no fewtutes.
