I don't know Manchester well, but is Victoria Station close to/underneath the arena?

Regardless of cause and motive it does seem to be a significant incident.

The News Channel is rolling with coverage and has dropped the Newsnight repeat.

Victoria station is partially under, partially next to the arena, with the two openly connecting together.

Yes the Arena is partially above/partially to the side of Victoria station. One of the main entrances is via the station concourse.
