Tonight at 1800 CET (1700BST), King Albert of Belgium will address the nation on the country's main tv- and radio channels. It is widely considered in the press the King will announce his abdication, to take place on July 21st.

Not sure actually where it can be seen live over the internet, except for the Belgian tv channels.
