I read on the BBC website that their weather service is going
to be relaunched with completely new graphics etc.
Will this effect BBC World's output?

Yes - though in the original "The World Today" programmes (which were axed in around 1999 I think) did include live weather forecasts.

I reckon the BBC would save money if all there weather reports were recorded or simulcast on N24. At the 1, 6 and 10 on the BBC the weather reported is saying exactly the same thing as on N24!!

of course for BBC World that would be difficult to do as BBC World does the weather for the entire world briefly, and focusing on the UK will confuse viewers

The Weather is one of the cheapest productions to make in the entire BBC. Simulcasting wouldn't make much difference. Its recorded nearly all the time on news 24 although there are some live forecasts in the evenings. BBC World weather is always recorded.
