Yeah there's something well-weird going on.
For the last few days the "lower" red, which sits to the left of the left of the BBC World logo and its red own red box, has now extended to the right.
This means the headlines are now about 5-6 letters shorter, and start further to the right, including fadey bit and the words "HEADLINES" and so on.
During 4:3 programming (like Asia Business Report), the red DOG appears but only extending to the left as usual, and to the 14:9 bottom edge as usual (leaving a bit of 4:3 vision below it), but not the extra box chunk to the right they've now added.
WTF is going on? Did someone say "oh I think we're using the screen too effeciently so let's waste some more space"?
Maybe it's like they're thinking of putting a clock in that red box to the right of BBC World.

Its to cover the clock on News 24 when simulcasting...

Could they not do what Sky News did and just put a static caption up covering the whole bottom bit?

The best thing would be to have BBC World transmission at Red Bee Media generate both the ticker and bug, which can then be superimposed over News 24 output during simulcasts, rather than the studio gallery generating them. Presumably, this would also allow the ticker to be on view during recorded programming like Hardtalk without them having to be routed through or played out from the gallery.

Well funny you should say that -- I've just seen an insertion of headlines at :45 past the hour, and they might just have done that. Not only were the headlines back left, flush against the station ident, but they were a few pixels lower as well.
I presume that the (vertical) misalignment is due to the title-safe mucking around they did in the first week, and what I was seeing (scrolling text at a lower position, closer to the edge) was the original design alignment? So perhaps it was Red Bee inserting it to spec?
Thanks guys, for all the enlightenment. Sure does solve a lot of confusion over here.
But didn't one of you, weeks ago, beg that "I hope they don't start tweaking it and muck it up like they did the last design"? Bugger, looks like they've managed to do it again.
So I'll go and visit the News 24 forums now -- I assume the 4:3 viewers (on digital?) succeeded in their complaining? Sigh.
CK.

But surely if they are seeing the BBCN24 clock, they are seeing the N24 ticker as well. Does that not give UK news?

No, the overnight ticker is slightly different. It's just one version of the ticker which reflects the 'BBC News' agenda, opposed to the N24 one.
It used to be the case that markets would be included during the overnights, but News 24 seem much more to be including that.
