I just discovered that for the first time too, today, but it was while accidentally tuned to a music channel (I have 17 decoders on my desk). They were playing a recording of Elton John's piano piece at Diana's funeral, and somehow got the copy of BBC World's coverage complete with the stacked logo (and slanted boxes pre-9

On another note, when are they going to fix the weather music? It's so hacked together right now, ever since the 2002 rebrand.
And another thing about the weather is how weird it is. I notice the red "EUROPE" or "ASIA" etc keeps moving up and down a tiny bit -- sometimes it's on the edge of my monitor (outside the safe area) and other times it's not.
But moreover, the whole report has bleeding colour. It looks like it was produced in 4:1:1 or something. By that I mean, every area of colour is mixing itself with the colours to the left and right by a certain distance.
Does the weather report come out of the news studios? It's odd how it's produced in 4:3 but the news isn't.

Intrestingly, 2003 wasn't the first time BBC World used a stacked version of the logo. I noticed when downloading some videos that when BBC World rebranded in 1995 (prior to that, it was BBC World Service Television), the DOG was the stacked version all the time.
