Would it be wrong to say the second edition of Business Live with that kind of format might work better on BBC News Channel at 9 pm in the UK because:
-the 3-minute summary would allow the separate audiences to get news suited for them and there would be enough time to fit in part or a whole report on a top story
-US markets close at that time and US business and economic issues are of interest to many in the UK
-a number of UK business or economic stories would be relevant to a global business audience
They could make it a 60 minute edition (Business Edition used to be that long in 2010? 2011?) or have HardTalk following a 30-minute edition.

I've never liked the idea of a Business programme in the front half hour. Business Live would be better at 8:30.
Contrary to what the Wiki says i dont ever recall Business Edition being 60 minutes long. IIRC when it was 'World News Today: Business Edition' it was 40-ish minutes long and followed by Sport Today at :45 and then some Filler. IIRC it was on at 10pm with World News America on at 11 or Midnight.
Unfortunately over the years a bunch of bloody vandals have removed all the important information from the wiki pages so they are now beyond useless.
The thing with Business Edition though was that is wasn't just business news, so your point about no Business in the first half hour still stands. Business Edition was a good mixture of world news and business. With the 60 minute thing - I believe at one point it was advertised as being for the whole hour, but like the Second 'half' hour of Impact, Global, The Hub, WNT, etc. finished at about 10 to the hour anyway. Back half hour's on BBC World News are nothing like the schedules - Sport Today is rarely more than about 7 minutes long and often starts before quarter to.
