Is there any particular reason why The Elders Debate at 1600 GMT did not air? It appears there was a breaking news situation in the UK so news channel did not air it. But why couldn't world continue on as is and tape delay it domestically? They continued on with Global until 1630 when they played 15 minutes of a recorded WBR until 1645 they took BBC Sport coverage of the presser.

Well that explains why I didn't see it. I specifically set my TiVo on manual to record the debate using the time they listed for New York (they list exact times using NY, Denver and Vancouver as cities instead of Eastern, Mountain and West respectively for some odd reason.) Here in the North America the BBC isn't very reliable at updating their schedules/sending the right ones out. For example on my TiVo and Comcast boxes still say Asia Business Report and Sport Today sill run after Newsday when they are airing culture programming.
I have watched Business Live once in a while and it seems the content is more 'exclusive' to the programme itself for a lack of a better term. Business Edition was pretty much just expanding on what the preceding World Business Report editions have covered and adding a few other stories not on WBR. However, it would appear Business Live doesn't cover as many business-related stories about people in poorer countries that one would likely to see on Business Edition. I suppose that might be because it's more Europe-oriented but that doesn't explain Business Edition's focus.
No - not virtual. It's the BBC Westminster studio at Millbank, where The Daily Politics and This Week are also made.
Hardtalk have used Milbank for a long time when they need to record a show at a time when their regular studio or studios are unavailable due to guest availability, or the studios being required for other purposes, or out of service for maintenance or refurbishment.
