From my observation, red is the more commonly used colour. Black appears quite infrequently and when it appears it is usually the last headline. My initial guess was black could mean a 'less important' headline, but then why would it be on the headlines if it isn't important. If one observes carefully too, it can be seen that they use different font sizes for different headlines too.
