Do we know yet who is the new main Impact Presenter from Tomorrow?
No, and I don't see any reason to think there'll be an announcement tomorrow. They could still be going through the application process, or hiring someone who's currently under contract elsewhere.
Was there ever a BBC WN programme called World News tonight? I only ask as this video is linked to as 'World News Tonight' on David Lowe's website, uses a cut of music I'm unfamiliar with, repeats some of the imagery in the BBC London titles and ends on a lowercase 'World News Today', which all seems very odd? I recognise the cut of music from somewhere but I can't quite place where.
Sounds like a regional variant of some sort, as for World News Toniht, I know ABC News program that is shown on the BBC News Channel overnight was called that at one stage, you also had 'News 24 Tonight' at 7pm before the rebrand.

I don't think it's a regional variant, but I have discovered where I remember it from - a mock, as it happens.
From the mock it shows it fits in well as Regional Music but the only regional variation I know of is that second less serious-sounding theme that South East Today adopted a few years back, before other regions followed suit.
Glitch there between Babita Sharma and Rico Hizon at 12.15am Ukt Newsday. After Rico's turn, the camera doesn't switch back to Babita and we saw Rico looking at the camera awkwardly and then proceeded to read Babita's lines, only to stop and said "oh" sort of talking to the off-screen staff. Some very odd gestures there.
Also interesting to note, that the opening starts off with mostly Rico presenting news about the US debt situation, which normally would be Babita's duty, the common arrangement being Babita for US and European news while Rico for Australasia and Asian news. And later on Babita presented the news of the Philippines earthquake. Some unusual role swapping there.

I would imagine there is an unwritten rule than when there is buisness news the Singapore presenter has precedence, irrespective of where the event is taking place, as they have the extra knowledge that the presenter in London doesn't have and it's easier for them to use to the Singapore presenter than to have a buisness correspondent at that time of night in the studio in London. It seems wise it's in that order then.
Looks like Mosart has the ability to turn back time a channel's branding in this case back to 2006 and BBC World
Does anyone know why this happens though, its not the first time this has happened, despite being cut off it has respected the padding values of the logo.
I see from the News Channel thread that the Daylight savings caused some millennium bug style issues earlier.
On the issue of clock changes, can someone remind me, from the point of view of someone who has put their clock back, what changes will we see to the schedule?
