Yes, any changes are temporary for one week until the US clocks are realigned to the normal five hour difference between Eastern and UK time.

However, with it being the run up to the US Elections, there will be lot of output from Washington anyway...

It's only a week in October/November and March because the US changes it clocks a week later in October and two weeks in March when they move to summer earlier, normal for that slot. Back to normal on 2nd November, although there is a filler between 23:00-23:20 on 3rd November. Also looks like the format is being extended to Friday from 2nd November

Even by the standards of in-house BBC quickies, that is rather poor.

I should imagine/hope that it is merely a stop-gap for a proper title sequence/logo.
