The final edition of World Have Your Say from N8 in TV Centre will air next Friday, 21st December 2012. One assumes they are off over Christmas and will reappear from BH in January.

...and according to the unreliable online schedule 'a lot of programmes' don't return until 14th January.
This is by no means proof of the launch date...

Lots of possible reasons.
1. World are apparently potentially using two studios in W1. One of them is the studio on-air already with Newsnight/Andrew Marr/Sunday Politics. This is currently used in Director+Vision Mixer mode (though doesn't have to be AIUI) - so if the rehearsal is in that gallery - then that might explain it?
2. If they are in their smaller studio and gallery, it could be that they are rehearsing with a vision mixer to start with, so that they can work out what works and doesn't work on-camera, before templating it for automation? It's potentially a lot more efficient to rehearse the studio use (camera shots, vision mixer effects etc.) with two people, as you can work concurrently.
Also - the BBC News Directors are not all experienced vision mixers, as day-to-day they don't need to be as they are not setting-up desks, they're mainly cut/mixing and screen filling, with a bit of DVE snapshot recalling for boxes. They aren't doing lots of DVE programming or burrowing into GPIs/GPOs, Frame and Clip memories, building Macros etc. This is the kind of thing you DO need to do for set-up.
(Or of course it could be two News Directors sitting in)
