I don't think anyone would take that viewpoint - it's a completely different thing really.
The move could still be delayed, but not likely for PR reasons. They may have to consider whether the move is at the top of their list of priorities. If they have to reassign staff to implement any changes enacted by the new DG then it may well be pushed back.
Seeing how its not the last department to move I doubt it makes much difference where the journalists are situated in the short term. The delay may give them the opportunity to refocus on the management structure issues which need to be resolved as soon as possible.
With all the Entwistle saga going on, will this delay BBC World News' move to NBH?
They really wouldn't want to be seen to be moving into a glitsy new studio and building while everything seems to be going on around them?
