I think the countdown is a very important feature of the BBC's way of presenting news. Likewise on N24. Its unique to the BBC. If they were to get rid of it, BBC News wouldn't be a whole lot different from other news channels. It gives structure to the channel ie: the whole idea that the news will be exactly on TOTH after countong down to it.
Why not merge the breakfiller and current countdown into one proper countdown?
In September Sian Kevill returns to the channel as Editorial director, after a year away. Sian was the former editor of Newsnight
Richard Porter takes over as acting Head of BBC World News. Richard has been deputizing for Sian in her absence. He was editor of Breakfast.
BBC World is also introducing its own presentation department. There are plans to move some of the architecture of the channel. For instance it is unfortunate that because the News programmes are produced in 16:9 for a 4:3 channel, that all News programmes have black bars at the top and bottom of the picture. There is a project to address this and the results should be on screen sometime in the next couple of months.

What are you saying - that they will stop broadcasting widescreen programmes in 14:9 Letterbox, and change to 4:3 centre cut? That's a really stupid idea - the bars can barely be noticed on most televisions and it allows the viewer to see more of the picture. The weather forecasts, which usually go out 4:3 went out 14:9 LB once and it was great to actually see more of the map on-screen. There are also some of us who have widescreen TVs and would want to see a true 16:9 feed of the channel, in addition to the 4:3/14:9 one.
