BBC World isn't broadcast in the UK so I don't think any ITC rules apply. And I'm pretty sure that the rule you state may have been misinterpreted; there's religious programming interspersed with adverts all the time on commerical terrestrial channels...
BBC World is broadcast from the UK, so must follow their rules (now OFCOM obviously)
Just had a quick look at the OFCOM site though, and yes, it looks like they have changed the rules on Religious broadcasting. It just says Broadcasters can't advertise alcoholic drinks containing 1.2 per cent alcohol or more by volume
