It's pretty normal for any customer-facing representative from any type of company in any type of industry, to use the Company's slogan as a reminder of what it's all about and to hit it home to the buyer as to what the service is aimed to to.
(In this case, Adrian is the Company Rep, You are the buyer, and BBC News is the Company delivering a product!!)
However, I think more than that, it's just Adrian's style and the way that he likes to do things. And since it is not controversial, or offensive, then it should be allowed to continue.

Yes I like Adrians style a lot... hes got control and knows what he's doing. All there we go he done it again.. anyway I like it he gives the channel.... a word I cant remember sorry.. lol

Adrian is one the more "joined up" - presenters on the channel. He comes from a presentation background (after all he is the voice of BBC World still isn't he?) - and is probably just using a degree of presenter individuality to re-inforce the current channel branding message.
If the promotions on the channel are using the same form of words and it isn't inappropriate to use the same phrasing then it makes sense.
BTW - Did anyone see "The World Debate" on Climate Change on BBC World and News 24? Anyone else recognise the BBC Three News set?
