I suspect changes in workflow, (that have been trialled at a BBC site for a year or so (not one of the regions) are part of this, and will be another step towards HD, (which will likely rely upon some centralised resources)
The Mosart automation system that is in use at the New Broadcasting House studios could be rolled out in the regional studios (already fitted in Plymouth). That can do away with the vision mixer role, the PA who does the timings and 90% of the sound mixer's job. Combined with remote cameras there would be be a few savings there.

As the PSB3 regional granurity is defined in England by ITV HD's macro regions, there is the possibility that the BBC use the same template. So we'd end up with South East Today being seen in the South and East too. As the Beeb are reluctant to simply show London on BBC 1 HD England (which would at least give 1 in 4 viewers their local news in HD) I can't see it happening. It'll be all regions or nothing, although I can't see it ever happening on satellite
