BBC Parliament - why are the graphics so hit and miss?

I've always wondered, since the new graphics were implemented on BBC Parliament, why the DOG seem to disappears in certain programmes and seems to be on screen in others, previously it was on screen at all times.

I'll give an example, it's never on screen during the record, or the Daily politics - which don't really have any classing graphics - but its on screen for Question Time?

Either leave it on screen all the time, or don't have one at all, it looks messy with it disappearing half the time.

Wish the QT production team would move their captions up a touch, so the Parliament captions don't obscure the QT captions?
