I know many people who work on TV programmes who are feelance and sub contracted at the same time, i.e. most of their work comes from the one source but they are still officially freelance, i.e. they work on many other different programmes too. I know someone who is freelance, subcontracted by channel 4 and has a clause in his contract stating he can't work on a rival BBC programme.
