There is a massive difference between a ''public service'' broadcaster and a ''state'' broadcaster.
You would not, for instance, hear the words ''British state television reported...'' in reference to the BBC, in the same way as you hear ''Iranian state television reported'' in reference to IRNA.

it was accompanied by the BBC World TOTH headline bed.
Well from what I saw Midlands Today saw Patrick Burns and an empty newsroom at 6:25, We were then treated to the full exit bed, with animation.
Apart from this bit of pres I think the fact that the lights in the newsroom were turned off just underlined how effective the strike has been in the Midlands, even saw Jiles other "senior" reporters out with the banners.
Anyway Monday is rapidly drawing to a close and I for one shall be interested to see if management does make some concessions in the following days.
Why not use the generic BBC NEWS Dog used on Weekend 24?
BBC News has coped very well so far, there have not been many cockups and I think the one presenter layout is good and should be used more in the daytimes on N24.
