If they do change to 'BBC News' at 11pm, it will be a bit strange. Why can't they just wait until Monday and then launch everything together? Surely that would make more sense? Mind you, this is the BBC we're talking about, so who knows?!

To get people used to it, I expect. The Ariel article, published last week, stated:

But from next Wednesday, when Huw Edwards cross promotes from the Ten, it will be: ‘You can get more on this over on the BBC News Channel’. On air, News 24 will just become ‘BBC News’.
