The Salford gallery (or the NWT Bulletin Control Room) was certainly in use, but wouldn't they also need to staff a London gallery to do the autocue feed? More likely that NBH wrote the bulletin and provided the script to Salford.

I'm pretty sure the entire BBC network has access to every title possible. It's not as though they are on a tape and rushed around by train.
A sloppy mistake is what happened, nothing more, nothing less.

I'm not entirely sure that's the case. I can only speak for ITN, but certainly the ITV News music is not on the PCR 6 SpotOn system (Channel 4 News) and the C4 News music is not on the PCR 1 system (ITV News). Maybe it could be arranged it if it was a planned event, but at short notice I'm not totally convinced they would be able to play out anything from anywhere.

Surely they could have just played the opening titles video again for the music if they didn't have the right one?

This bulletin wasn't originally scheduled so in many senses they did their best it seems. The lack of a closing BBC News titles highlights that perhaps no one ever expected Salford to provide a network bulletin.
I'm intrigued that the bulletin wasn't provided by the news channel in the same way as a weekend lunch time bulletin.

The fact is that almost certainly no-one there noticed or if they did, didn't care. As long as they had some BBC news type music to finish the bulletin that's all that mattered.
I know people here like to obsess over different versions of title music, whether logos appear in rectangles and subtle changes to the shape of a 2 etc. But most people who work on TV, especially in news really don't care or notice such things

Excuse me we do notice and care about such things, and so do the viewers if it's a real calamity.
There could be a stack of reasons why the bully was not as normal.
Agreed it looked different to usual but the important thing is that it was "clean".
I've worked on plenty of programmes with technical issues but the viewer would never know - granted we don't want it every day but its also reassuring we can produce clean programmes.
