Almost certainly a choice to simulcast and join the BBC News Channel with BBC World News, and it is likely that BBC News Channel led the simulcast if it came from the BBC News Channel studio and had a BBC News Channel presenter. If BBC World News had led the simulcast the reverse would have been the case.
By merging the two operations you don't spread correspondents and location presenters across two outlets, and avoid duplication.
Sometimes they will double-head with a presenter from each channel - but only if this is possible. (Sometimes one of the presenters needs to be on standby to pickup after the simulcast)
