Interestingly, Rajini opened the bulletin without mentioning the time, which normally is referenced if the broadcast is only to News Channel viewers (though in recent months, it has become very inconsistent for domestic broadcasts to mention the time). Is it possible the bulletin is being simulcast with World?

No, it would appear not. Maryam Moshiri on World right now with a full bulletin from C.

Interesting line up today then. Who was doing the 12-4 BST shift on World earlier on? Guessing a lot of people are on holiday at the moment.

Sorry, didn’t see it today. Yesterday was Yalda Hakim.

Lukwesa appears to have done the late morning NC shift this afternoon and is doing FOA shortly according to twitter, definitely looks as though there's a lot of people on holiday this week.
Mike Embley at 2. I'm sure there is some logic behind the 3rd day of a 4 day event requiring special coverage (that ended before anything even happened) but I really can't work out what it is, especially considering Mike has done US centric hours for years and Rajini (who was on the late) is a former Washington correspondent and occasional presenter of WNA.
The answer, which was the one I was thinking of last night, might be on air now. The only explanation I could think of was that perhaps Rajini (yesterday starting on air at 8:30pm) was therefore leaving earlier and certainly wouldn't be around to present until 1.30am (or even 12.30am). It may be well be that a similar situation may be happening tonight, especially as Rajini has certainly been available from 4pm today (and maybe was on shift, although not all of it on air, from late afternoon to 11pm yesterday). What's the bet that Christian Fraser may be covering after 11pm tonight, especially as he may be coming in later nowadays? In short, it's to do with who's available, rather than being really any 'special' programme. If they are using Christian on air until 1.30am, perhaps Mike is going back to 2am start.

She doesn't just appear to have done that shift - she did actually do it!

Christian was certainly introducing the coverage last night as a special programme and no other stories were being covered in the bulletins so it would appear to be that it was a specific programme for the conference, but considering Joe Biden gives his acceptance speech tonight I would be far from surprised if the same thing happened again this evening.
Edit: As expected Christian is again on air this evening, however Katty Kay was basically co presenting for the vast majority of the 23:00 half hour and it is quite clearly a special programme and not the typical bulletin for this hour.
Wonder if Newsday returns if it will finally turn into its original vision for a triple-headed programme from London, Singapore & Washington. Asked Kasia once if that was the idea, yes but it never developed into that format
