The Paper is likely to be hard copies of all of the scripts in the programme - which are usually printed in two column "script" layout, and often double line spaced so they are easier to read, and this means more paper.
On News 24, and to a lesser degree the network bulletins, there will also be briefing notes the presenters have for interviews etc. Many presenters will print out their own research obtained from sources like BBC Online etc., as well as the presenters own notebooks, which they often use to make their own notes during breaking news etc.
