Mostly likely because the queen is on here summer break for the next 2/3 months. Looking at the royal diary, http://www.royal.gov.uk/output/page3950.asp, after today HM has got no engagements till October, at the earliest.
Summer is normally not a time when big royal events happen, apart from 1997, the only big story going on is Will/Kate will they wont they news.

So that the "minority interest programme" as you put it can find the bugs and issues that need ironing out before it's ready for the main BBC news

And I think I've seen Nicholas Witchell in Baghdad before ......
IIRC, Jon Sopel was a fairly (irregular) stand-in on the Six during the virtual era, where there was a real mixture of presenters who used to fill-in. (This was around the same time as Jill Dando, Anna Ford, Jennie Bond, Mike Smartt, Justin Webb, BIG MOIRA,)
