Charisma is a DVE unit - Digital Video Effects. Haven't seen the clips yet, but probably used for the effect used on the headlines in the opening sequence of the One of that era?
"animate charisma" is what he says. It appears to be the bit of kit that animaes the logo out of the way as the camera pans down. Admittedly not very well, I expect it was a manual camera move and a set animation unlike today when they could tie them together seamlessly.
I seem to remember the clip that went around of the Lawley/Witchell lesbian incident with talkback intact had a "animate charisma" for each headline transition.
EDIT:
I rather like the idea of the gallery having to cue individual personality traits.

And, what does the opening of the One mean when someone screams "cue charisma"? Is it charisma in the true sense, or was it a nickname for a graphics feature? (Genuine question)

I'm not sure if it is - I can't even remember where I got it from, I just assumed it'd be in the bowels of PP somewhere.
Edit: Just stuck it on YouTube, so feel free to shout at me if I've disgustingly stolen this from you.

LOL - if they did mean that it worked on Ms Lawley but certainly not Nick Witchell
In his more recent role as Royal Correspondent I recall that incident of the "mic left accidentally open" which picked up Charles' comment something like "Oh not him, I can't stand him".

Dermot on the six AND the ten tonight.
And from his performance on the six, on location, doing it better than anyone else, surely the BBC can see what is blindingly obvious to every viewer. . . . .
GET DERMOT OFF BREAKFAST WHERE HE IS UNCOMFORTABLE AND UNSUITABLE - GET HIM ON THE EVENING BULLETINS WHERE HE IS A MASTER OF HIS ART AND TOTALLY AT EASE.!!!

I've got the Witchell/Lawley/lesbians incident too, and yes, someone does say 'animate charisma'. I would assume it is a DVE box, because it was uttered whenever the headline image changed (using a fancy effect). I would assume that if the phrase 'animate charisma' is still being used today, it's because it's entered popular usage by technical cues (like how something can be 'taped' onto a laserdisc or DVD.)

New titles as in a new variation of the titles, or was it the one that is used on NEWS 24 overnight?
New variation. It was just another short title variation, with quite a random mix of the theme too. It didnt really match with the pictures.

That 1989 video is fascinating, great example of how news develops. Michael Buerk was unbelievably calm on the One with no reports, makes a mockery of suggestions that presenters like him and Sissons are no good with breaking news because the director's talking in their ear with no script!
