You must have a short memory then! Was perfectly normal on the One, Six and Nine O'Clock News until the beige/red relaunch in 1998/1999ish.
Pres would introduce the News generically, then there would be a presenter intro voice over during the opening of the programme.
"The Six O'clock News from the BBC. With Sue Lawley and Nicholas Witchell".
"The Nine O'clock News from the BBC. With Julia Somerville and Philip Hayton".
It was actually rather radical for the BBC at the time. It brought a certain air of authority to the bulletins, perfectly complementing the rather fantastic orchestral music of the time.
If I'm not mistaken, it was Jan Leeming's then husband, Patrick Lunt, who provided the BBC News voice overs in the 80's.

Can't imagine BBC News with voiceover, wouldn't fit imo.
