How do we know there will even be new graphics? And wasn't the whole point of the 2008 relaunch that World News, NC, National and Regional bulletins all used largely identical graphics? So no, I'm guessing, the answer would be no.

I'm guessing it will just be a graphics tweak like 2007, retaining the core branding, but moving to more HD graphics like North West Tonight.

I thought it had been said that the studios etc will have been built to allow HD broadcasting but that it would be unlikely there would be any HD broadcasting - unless the network bulletins on BBC1 are; even then the material being filed from the field is unlikely to be in HD.

I'd be very surprised if the vast majority of the BBC didn't already have HD cameras. So I'd expect the bulk of BBC World News' output to be in HD when they move to Broadcasting House.
Also, when everything else will be new with the move to BH, they would be mental not to get new graphics across the board, even if they don't do a rebrand, but based on their track record of changing them every 4 or 5 years, by the time the NC moves in 2013, they will be due a rebrand anyway.

But it's not just about having HD cameras or a set that will look good in HD. The fact that Broadcasting House will be available to send out HD feeds doesn't mean anyone will be capable of sending in HD reports, for example, nor that BBC World will have the commercial deals in place for a HD channel to be carried. I'm not saying they won't broadcast in HD as soon as they move in, but I wouldn't assume they will simply because they can. With all the technical hickups that come with new technology, new studios and sets to master and journalists literally finding their desks, it would surely be smarter to hold off launching an HD channel for a few weeks at least?

I'm sure they would be able to train themselves with the HD channel before anyone moves in. I think they would be more likely to hold off if few reports are in HD than the fact that an HD channel will be different to run.
The holding back factor for World News will be the distribution agreements. I fully expect both it and the News Channel to be produced internally in HD, but that doesn't necessarily mean there will be HD transmissions. I doubt with the platform neutrality thing that Sky / Virgin will get a BBC News HD Channel, because there's no Freeview bandwidth to take it.
I do expect the nationals, Newsnight and other BBC One / Two programmes to go out in HD on their respective HD channels.
