They have to do sport and business too, and they won't fit on the same edge of the desk - plus the fact that the presenter in N6 says something about the rest of the headlines from the "world newsroom" before 21:30 so it seems a little less dis-jointed.
I think that the 2130 headline sequence, presented by the displayed BBC News channel presenter, is also carried by BBC World News as a "top of the hour" headline sequence for the countries that have a timezone which is X hours and 30 minutes different to GMT (There are a couple of regions who do this - including India - where IST is GMT+5 hours 30 mins) I think they opt out after the first minute?
You often spot some opt-in/opt-out timing issues (titles running from freezes, odd holds in or out of the weather before etc.)
I guess they want it to look as normal as possible for BBC World News viewers. Also they need to be able to do sport, business, and other studio interviews - which you can't do against the Barco wall in the BBC World News studio.

Why don't they use that shot in front of the N8 Barcos for the half an hour that the NC moves into there so N6 can rehearse the 10? With the fake newsroom background on it it could look seamless rather than randomly jumping to a different studio.
