That sounds like something is amiss at BBC Scotland (I think that's your area?)
The opening of the network news is routed through the local news gallery so they can cut in and out of network and the local headlines as necessary. After the headlines, BBC One Scotland pres take network directly so the local studio can prepare or rehearse. This is called a soft opt.
So it seems that the feed via the news studio in Glasgow is having problems. It might be worth clarifying whether this also affects the local headlines and if it affects the Six which uses a different gallery.
I daresay Reporting Scotland would welcome an email explaining the issue, mentioning that it appears to be related to soft opts and which platform you're watching on.

No use of the newsroom trundle cam at bottom of hour (15.30pm), instead just a live camera shot outside Broadcasting House zooming out before jumping to Lukwesa in Studio E rather abruptly.

And it looks like Lukwesa is on a double shift as she's stayed on to do the 7pm shift.

That was the same at 13.30. I was just waiting for Shaun to make a comment as he looked surprised and like he was going to. But sadly he didn't.

They really don't. Clive, Reeta, Sophie, Fiona, George, Jane, Mishal, Tina, Ben, Huw, Simon and Kate should be more than enough presenters for what is 3 bulletins 5 days a week and 2 on the other 2 days.
