That'll be a camera with the iris almost completey closed, not lights out in the newsroom. I guess the OCP has been inadvertently knocked, or there's a fault with the camera. OCPs are camera Operator (?) Control Panels - and are used, not to control pan, tilt, zoom etc, but exposure and colour balance.

Even if it was lights out in the newsroom it wouldn't be pitch black like on that picture as you'd still have the light from outside as well as from the studio.
