Reducing Derbyshire for an hour leaves just an hour where neither the NC or Sky News are providing rolling news during the working day. (All Out Politics is against it on Sky)
A shorter edition of VD should mean they can get all of the human interest puff out of the way, leaving a more news heavy schedule.

And in the event of a major story like the London Attacks/Grenfell, i'm guessing they would have the News Channel presenter out on location presenting from the word "go" rather than taking over at 11:00am once Victoria has finished.
It'll also be easier to cancel Derbyshire if there's a rolling news story that goes on beyond 1000 instead of the uncomfortable cross to a non-news related discussion.

I don't think UK viewers need to see every word of the press conference with official after official speaking for half an hour though, its basically a time filler presumably simulcast with BBC World.
