I doubt the onus is on reporting new news. I'd wager it's more to do with reaching an audience who aren't interested in watching an 1830 bulletin but who will watch this slot as it comes between two programmes they may already like.

The 2000 bulletin is partially an aim to capture the viewers who DIDN'T see the 1800-1900 news hour. EastEnders has higher ratings than the 1800-1900 news hour - so logically more people will see the bulletin than saw the 1830 regional news.
I wouldn't look at it as an update on stories since 1900 - more a different outlet for news for a different audience.
After all there used to be 1'15" regional bulletins on BBC One at 1000, 1100 and 1200, and 1'00" on BBC Two at around 1455 and a bit later. They were designed for people to catch mid-schedule - and weren't appointment to view...

joanna gosling is great though - hope she's somehow promoted through any reshuffle (though with her leaving for maternity I doubt it - probably loose any slot all together...)
I'm not sure about a presenter for the 8pm slot...
I guess it comes down to who ever gets the six. I don't know if Sian would work on the 8pm - but Kate Silverton on the other hand is ideal for the beeb.
Oh god don't tell me their gonna push Sian aside again for someone like Kate. No offence, Kate's a good presenter and journalist, and I don't dislike her, it's just that I think she isn't experienced enough to present the beeb's 2nd flagship. Sian and Jane have worked on the same titles for too long and they deserve breaks!
(Then again, what about Fiona Bruce on the 8pm???)
