How is that possible, if the programmers no longer work there, I tell you the BBC have problems!

Ok so if the TOG programmers can't/won't make changes to the titles, then why were the titles on BBC World changed in the first place?
I can't see News 24 using these VT titles on a permanent basis - they'll probably just go back to normal TOG titles or perhaps they'll have incorporated the RTS thing into the TOG titles by tomorrow morning.

Indeed they do. I should expect the new RTS accredited titles to continue.

I really do think they should do some trails on other BBC channels to promote News 24, now it's News Channel of the Year.
Something very similar to the countdown (as it is so perfect) but with the clock counting up from 00:00 to 24:00 - i.e. one day, 24 hours. It'd have the same music but with more clips from News 24 on air in the studio etc added to the usual clips, and would end with some impressive voice saying "BBC News 24 - RTS News Channel of the Year". Would last 30 seconds in all.

If you fanatics stopped to think for a minute, perhaps you'd realise that perhaps the people who can programme the TOG are an outside company, who simply might not have been available on the day to change something.
TOG is not a BBC built tool, it's been bought in.
Would, for example, Tinpot FM in Nowhere Land have their own programmer sittin on his arse waiting for their off-the-shelf playout system to fall over? No.
And if the Beeb DID have someone sitting on their arse doing the same, you'd all accuse them of wasting license fee money.
Again, damned if they do...

TOG (which stands for different things depending on who you ask) if the graphics computer that does the animated graphics.
TOG titles therefore are the ones that are generated *live* with the headlines swirling around the world. "Rendered" titles are the pre recorded ones with the BBC News logo. They are also considerably more complex and better looking as they have been properly rendered as opposed to being generated on the fly.

What does TOG mean and how does it differ from VT Titles?

True, but they wouldn't have to call in specialist computer programmers just because Ken's Carpets wanted to change their advert so they could promote their sale.
Surely it can't hurt to train someone on site so there are people with the skills to be able to make minor adjustments.

It is not completely true to suggest the BBC bought TOG in. Yes, it has been commercially released and yes, it can be purchased. But TOG had been developed as a project between the BBC and people who had worked for the BBC. So it was not an entirely out of house bit of software in the first place.
As for comparing the BBC with Tinpot FM, that's slightly misleading. Tinpot FM would be reliant on off-the-shelf software and the support provided. The BBC is a massive organisation, famous for its development of technology. The BBC are not as reliant on external companies.
TOG is highly customisable, and was developed with the BBC. If anything, TOG is software that doesn't NEED people to come in and play about with it - especially when the BBC have enough people that could do it themselves. With that said, I wouldn't be able to explain why the necessary adjustments have not been made. I'm not an expert, but I would suggest it is a choice rather than not being able to.
