They need to rehearse as they are the flagship News programmes on BBC One. They need to run through the script to make changes if it sounds off a bit or if there are last minute changes e.g. developments and ensure that the whole bulletin runs seamlessly.
Also they give the regions and nations the cues as to when to opt out e.g. the last headline etc.
You probably notice the shoulders and such as the camera position doesn't change but as the NC is double headed.
So is the one not a flagship program or can they not rehearse as they are produced by the news channel team?
The latter. In terms of audience share, the 1 is the most popular bulletin (I think).

And there's a few things I've noticed when the news at one is on from the nc studio the camera shots are much better-cleaner but when it's the news channel they are a bit more sloppy and the other persons shoulder is in view...-that's just a example am I the only one?
