Is it? I thought both Pienaar's Politics on 5 Live and The Westminster Hour on BBC Radio 4 were broadcast from Millbank.
I'm not a hundred per-cent sure - but I don't think it's fully staffed on a Sunday at the very least. BBC pol corrs are usually knocking about NBH (and TVC before that) in the morning. Pienaar and the Westminster Hour are both in the evening - perhaps some staff come in a little later..?

Rather a waste of resources in my opinion. It's hardly a developing story - a train crashed, dozens were killed. Apart from finding out why it happened - which could take a while - nothing else is going to happen. So why is Tim Willcox needed when a correspondent already based in Spain could easily take on the story and talk to witnesses? It seems a bit overkill to me.

Sounds like we heard the tail end of an argument between the end of a VT and Tim Willcox appearing back in vision. I think he said something like "please don't/I've travelled all day to be..." or words to that effect before having his volume dipped, only to then give a louder "What?" before he recommenced reporting, at first over pictures from other cameras. Media circus getting a bit out of hand, perhaps?

Seems to be a busy spot to set up an anchor broadcast. I wonder if they are planning to anchor the 6 from there. I was half expecting Jane to be on the move down to C while the coverage was in Spain but nope, she's still in E.
