No reason they couldn't have an opt out point for the NC 30 seconds before the end of Breakfast to allow for a handover. They manage it often enough on World/News Channel simulcasts to allow for ads on world.

Why complicate things just for a handover to Saturday Kitchen?
It wouldn't be that complicated and as Breakfast already do a 2-way with Saturday Kitchen they could do a lot more than just a throw.
I would have thought that the decision whether to have a junction or not is up to the marketing department and how much they value that timeslot. It was the reason why the integrated newshours weren't that straightforward to introduce
