If you select one of the nations, you get the live feed. The English regions are London.

Whilst you can select a region, it is only for catch-up local news bulletins and programmes like Inside Out/Daily Politics. In the various apps, they say this will happen

It does rather suggest that the SE bulletins are compiled the night before, and there's no one available to compile any 'out of the ordinary' stuff in real time
My guess is the regions prepare a batch of stories the day/night before which would fill the entire bulletin and then drop the appropriate ones depending on how much time is needed for travel and any breaking overnight news. I assume that the weather hubs provide a bulletin to whatever fixed time they've agreed with each bulletin. Certainly on Look East the impression I get is there is the presenter and a director and possibly no one else so bringing stories in from another patch probably is not possible in the time between bulletins.
Considering TW is the closest to London and also part of the commuter belt, it wouldn't be too much of a distraction if they got Ian Palmer to at least say what is happening on the tube?

Your guess would be quite accurate. Both local radio and regional television will produce stuff for the breakfast bulletins beforehand. Any video required can be shot the afternoon before, if it isn't stock or library footage, or sourced externally, such as from the RNLI. The evening before other material can be compiled and written, either stuff that's under embargo until the morning, or material from the futures file. The breakfast team will usually arrive about 5am to make check calls to organisations such as Police, Fire Brigade and Coastguard regarding anything significant happening overnight.
