Either scenario works - NWT on the sustaining feed and London opts out, or London on the sustaining feed (with RedBee cutting them up - can't see any reason to feed the London output up to Salford and back, that would probably just complicate the timings) and NWT opting out locally.
Look what BBC South East did this morning.

Why did I have to read about this on Metropol247? I'm sure this kind of error would have been picked up upon by tvforum before 18:30 even just a couple of months ago.
I take it this was a mistake at Tunbridge Wells and no other regions were playing silly buggers this morning?

That's a bit spooky... looked and sounded like something out of a horror film! I'm not sure why they kept changing the camera angle, and what was the reason in turning up the lights?

Could someone explain why the network clock was still visible, or does the South East opt have a clock that is identical to that on Breakfast?
In the South West we get a regional clock which shows white digits on a black background, the same as the News Channel.

Basically the South West is one of the only regions using the black clock that was used when the current BBC Breakfast look first aired. Most people complained about the colour so they changed it to china red. Most other regions changed with the look to an almost identical red clock but the South West for some reason decided to leave theirs the original colour.

It looks someone in the gallery is showing someone how everything works:
'So this is the button that puts us on air, and this is how we cut between cameras. That's camera 1, that's camera 2, and camera 3 and then cut to black. This fader is the microphone, and this one puts the lights on in the studio...'

Obviously realised before they got to ' And this button gives you milk & sugar!'
