Not all English regions can opt on all platforms on BBC Two, so there will be no English regions opts. The decision could have been made to have opts for all English regions that can opt, but that is not the decision that was made (unless this changes between now and Thursday
).

BBC2 Belmont is still controlled by Leeds. Therefore they can opt it out for SLS. Hull can't do its own thing on BBC2 Belmont.
If Leeds has a problem, they can take a feed from the Hull studio and opt that onto Emley, as has happenned before now.

Forgive my stupidity, (and I've never really tried too find out so it's my own fault) but why can't regions opt on BBC Two? Is there a actual reason, hard/software can't do it, or management?
I would have thought that the equipment needed to do it, would be duplicated at the regions? Or is that too simple? I don’t pretend to have any knowledge of how things like this work but I would have guessed that the systems for BBC One and Two would be identical?

Perhaps BBC One and BBC Two come off different transmitters. I'm pretty sure that's the reason.
EDIT: Yep, just look at the BBC website and there are certain transmitters that don't do BBC Two.

Can't say I noticed any difference, although maybe I was distracted by the addition of Mishal's red and gold cushion this morning. Clearly pregnancy must be taking its toll on her back... and I doubt that uncomfortable-looking Breakfast sofa would be much help.

She is on, she did the 3.20 summary. According to the RT , she's presenting the Six on Thursday as well, with Breakfast tomorrow and Wednesday. Seems a bit strange for her to be doing two days that aren't together.

I think Mishal has always had that cushion - I'm guessing she finds the sofa uncomfortable. Speaking of Mishal's pregnancy, when is she leaving for maternity leave? It can't be long now.
I think it was the brighter lighting projecting a dark grid like image across the panels and studio floor that made it look different.

I think she's expected to give birth in June or July, so will probably be going on maternity leave in May or June.

On analogue, the regions which have been around for a while can opt out on BBC Two. Newer regions like Cambridge and Hull weren't set up with the equipment to do it because regional opts aren't meant to happen on BBC Two any more because of Digital. As well as equipment, new circuits would be required.
For Digital, I believe the issue is that each region would need a high bandwidth/bitrate feed of BBC Two, and perhaps a statmuxer. The regions get a "distribution rate" feed of BBC One to opt into and out of, and BBC One on DTT is at a fixed bit rate. BBC Two is Statistically Multiplexed (statmuxed) with the other BBC services.
Noggin or someone else knowledgeable in this stuff may be able to expand on this vague explanation
