The news programmes are not all repeats. Both yesterday and today, news programmes referencing current news events have been broadcast from London.
Heather Scott was presenting Arise News Now from London in the last hour. All you see is a window backdrop of London, no other elements of the 'studio'.
There are no on-screen graphics.
It is a sad usage of COM7 capacity on Freeview.

If you compare the schedule on the EPG for this Friday there are a lot of editions of "Arise 360 Entertainment" scheduled in place of normal news programming, which you'll see if you look at the EPG beyond tomorrow which hasn't been amended.
It suggests they are showing repeats most of the time, with limited use of their new studio, and that perhaps they don't have the facility to rebroadcast live programmes from other studios where they are now.

The Heather Scott 30 minute bulletin was looped until 9pm - even the breaks were identical and part of the loop. At 9pm, a new presenter came on, that bulletin in turn was repeated at 9:30. Not sure if the London backdrop is live - I couldn't see anything moving in the background, and no sign of it getting a bit darker or the angle of light changing compared to the backdrop earlier in the day. Then at 10, a "best of Arise 360 Entertainment" programme.
