Why do they bother making news shows in HD when most of the footage coming in isn't?

It is, of course, perfectly possible he is watching ABC World News Tonight on News 24 in the UK or the Republic, or an ABC station if he has relatives in the Armed Forces in Europe.
ABC World News Tonight has traditionally used a very large widescreen rear projection device which they frame behind their presenter in some shots. It is very easy to tell it from CSO - as it has that "projected" (i.e. soft and soggy) look.
As for the comments about HD for News - the reason ABC GMA and NBC Today (GMTV/Breakfast equivalents in the US) have gone HD first is that they have the greater benefit as they have lots and lots of studio chat - which will be in HD. (A few of their OBs are in HD - but their news footage and most news lives are SD and often - if not always - 4:3)
For an evening news cast to go HD in any sensible form, they really have to have HD newsgathering (i.e. location crews and location live trucks, and HD editing) - which is a much bigger change than just re-equipping a studio with HD (which if you are re-equipping anyway is the only sensible way forward)
There are two studios at BBC TV Centre with HD cameras now - one also has an HD production gallery, so could make studio shows in HD, the other still has an SD gallery. Ironically, the one show made at TV Centre regularly in HD (Later with Jools) isn't made in either of these studios, and instead is made in an SD studio with an HD BBC OB truck parked outside.
